Create Scatter Point Tool

In past versions of GMS, the only way to interactively create a scatter point set was to first create a TIN and then convert the TIN vertices to a scatter point set.  Once a scatter point set was created, there was no simple mechanism for adding a new point to the set.  In version 5.0, we have added a new Create Scatter Point Tool that can be used to manually add new points to an existing scatter point set.  A default data set value is added to each new point.
