There are 2 options for importing observation points:
Pasting: points can be pasted directly into the Point Spreadsheet in the Properties dialog. The user could select their data from a spreadsheet program and paste it directly into the dialog.
Text Import Wizard. The user organizes the observation data in a text file and then uses the Open command from the File menu.
